The set-up is outdated and many programs are not compatible with each other. This set-up is proven to work with the change of configure_via_anaconda.md in https://github.com/udacity/CarND-Term1-Starter-Kit/pull/117

Hi @mishaboyko All classroom code is implemented with TensorFlow 1.3.0. We have updated the environment.yml file with the correct dependency versions.
