Update images to Ubuntu 18.04 for all builders:

to avoid the error of that nonexistent isos:

With the 18.04 iso, everything is working fine.

@coderade I'm cleaning up the issue/PR queue on this project. I'd be happy to merge this PR if you rebase/update it after I am done.
