Add an explanation of question 4 to step 3 #14

There is no explanation of question 4 of step 3 in the readme of the dog project. And there is no explanation of step 4 itself. Would you check this?

Thanks! Looks like we forgot to add it to the rubric. I've changed the README to point to the official rubric here: https://review.udacity.com/#!/rubrics/810/view, and I'll check into having this question added to the (official) rubric. For now, it looks like - since it's not yet on the rubric - this question is optional.
