update gradle to 3.2.1 targetSDK version to 28 buildToolsVersion to 28.0.3

Any chance we can get this in? It's becoming very annoying to manually update each exercise as I import them.

Code has been updated with latest Gradle, Android Gradle plugin, and dependencies.
