File storage (learning materials) should be moved from soco server #1241

As suggested by Ralf, we need to think about another way to store our pdf and video learning materials. Not on our server.

To clarify: I suggested migrating file storage from a storage volume attached to a single instance of the webserver service to a separate service, e.g. S3-compatible storage. This service could be (a) an external one, e.g. AWS, (b) part of the application, or (c) a separate service operated by us.

The reason for the suggestion was that not attaching a storage volume would allow for multiple webserver instances to run in parallel, providing fault tolerance and updates without service interruptions.
