Add column to represent named cycle networks #121

There are many parts of national and regional cycle networks that have no visible infrastructure but which have signposts. It would be useful to represent these in the data packs. Example: https://www.openstreetmap.org/relation/9579#map=7/54.664/1.428

One option: follow cyclosm and add the type of network:

International bike route
--
  | National bike route
  | Regional bike route
  | Local bike route
  | Mountain bike route

Or the name, maybe planners will want the name, or you could have both, or oi_network_name (or just network_name)?

Here's the representation on CyclOSM of NCN1, would be good to demonstrate how to create maps that at least vaguely represent this, helping to answer the common question: How do I show the whole cycle network (answer: it depends how you define the network but if you include national and regional cycle networks plus cycle infra of any kind it looks like this...):
