To what extent can OSM data be used to assess compliance with guidance on walking and wheelchair access, e.g. from the LTN295 (superceded by traffic signs manual).
Inclusive Mobility (2005) and Guidance on the use of tactile paving surfaces (2007) seem to be the key documents for inclusive and accessible planning. There have been recent reports exploring the need for it to be updated (conclusion: documents need to be updated: include a broader understanding of disability (e.g. people mental health challenges), review and update references, does not take into consideration modern infrastructure (e.g., touch screens)).
