added oi_is_lit function

Adds a new column, oi_is_lit, to a OSM network to show if a way is lit or not.

Column values:

• "yes" - The way does not have values indicative of no lighting
• "no" - The way has values indicative of no lighting
• "yes - LED" - The way is lit by a LED light
• "no - LED" - The was is not lit by a LED light

Finally, if left as N/A an "unknow" value is set - not implying the presence or lack of lighting, but a lack of data to identify.

Removed the old data and uploaded new data with: 327b91c

This had been done last night on main, so I merged that commit into this new branch.

Once complete this new add-oi-is-lit branch will have the same base as main and can be merged onto main, adding the new feature.
