Create travis.yml with language: elixir #52

Looks like travis wasn't recognizing the project as an Elixir project, this is an attempt to do the bare minimum to let Travis pass.

That didn't seem to do the trick either @Grantimus9. I'm going to close this PR and just shut down TravisCI in-app until we can get some tests in these providers.

@Grantimus9 take a look at an example of a fleshed out travis.yml for elixir. https://github.com/michalmuskala/jason/blob/master/.travis.yml. It's likely you were missing some configuration.
