Initial Twitter strategy #1

@hassox & @scrogson this is the first go at a Twitter Ueberauth strategy. Tried it out in the example app and it works. Unlike existing strategies this one relies on OAuth 1.0 so I used erlang-oauth.

Any and all feedback welcome, no pride of authorship :grinning:

Once your feedback is incorporated and merged I'll transfer this over to the org.
