make link to manual more prominent on sign in page #546

I just saw that there was a way to open the manual from the log-on page on 
ECDP, but it is obscured in the default view and is a graphic icon of a book.  
I would suggest making sure that is visible when people first log on and it is 
prominently displayed as a "HELP" link, more like what is shown the download 
files menu (if not bigger)

Replaced the image with word "HELP" in eccpgxt-beta
