seems that there is a good balance at the moment. allowing pipeline to consume 
all resources may not be best idea. isolating pipeline to 8 and 12 cores seems 
to be working smoothly.

at first I intended on rebalancing the sequencing pipelines to allow them to 
consume all available node-types. 

Later I changed my mind since given the many samples and parallel nature, 
monopolizing the cluster is a real possibility in which case researchers with 
high-perf needs (high mem,cpu) would be SOL for multiple days.
