ECDP being weird #636

Have had problems in two different browsers, quit and restarted programs, 
restarted computer still have problems.  About 10:25--is it updating?

define weird, seems to be working fine for me right now.

better know, earlier it was not loading, and if it did load, would not
display illumina paramters file

It was probably updating. The today's update finished at 10:28AM
