support external analysis runs in ecdp

for example, look in an the "analysis" dir for all pipeline runs and import 
into ecdp

since these are external, they will not be in geneus, so they will need to have 
an assigned id, sample, etc

i would create a csv or xml file in the run dir, or pull it in from the 
workflow params

this should be a distinct dir, no to be mixed with flowcells/ or merges/
