ecdp beta, duplicate entries when going from "no downstream analysis" to analysis appearing #692

This bug appeared about 1 month ago.

in ecdp-beta, when runs are first entered, they dont have any downstream 
analysis, later when runs are analyzed at hpcc it should change to show the 
available data. 

in this case, when looking at your samples on the ecdp sampleList, it wouldn't 
actually change, rather, it would just add a new entry, so you would get two 
results for the single lib, one with and without data.

Its not good that this managed to hang around for long, luckily it was in beta. 
Charlie noticed it, but I told him earlier that beta was in active development, 
so he thought we had it under control. Luckily it came up when Charlie and I 
were discussing a different issue, so I was able to start looking into it.

Natalia, as part of your daily duties, please spend at least a few minutes 
daily, loading and looking at ecdp  and ecdp-beta for anything unusual. 

all of us should continue to report any and all problems encountered here in 
the issue tracker.

Please suggest some efficient procedure of checking for unusual things in
ecdp. I don't know where these particular duplicates were, but if
duplicated samples are  under different dates they are very hard to notice.

they are under the same date and same flowcell, see attached screenshot.

my fix looks like it worked, lets keep an eye on it as flowcells get added.
