download files not displaying correctly in C4CLDACXX #731

THe fastq files are not showing up for the analysis (results) samples but are 
for the reads available samples

Fastq files links for the files with analysis are parsed from the workflow 
parameter file. If a particular lane is missing in that file, then the file 
links for that lane are not displayed in ECDP. For C4CLDACXX there are 2 
workflow parameter files, neither of them contains lanes with analysis. This is 
why they are not displaying. I have to create a new workflow parameter file 
that contains all lanes and re-run  the update for this flowcell.
