status says reads avai but they are not #734

Did you just create the links to fastqs this morning?
Currently "reads avail" shows up in ecdp-beta if the flowcell directory exists, 
and not when it actually has the fastq links. When the script run this night 
the flowcell directory probably was there but with no links, this is why status 
has changed.

OK, thanks for checking.  Let's change it so that the status only updates
when the files are actually there in ECDP   Meanwhile, files where the
fastqs ARE ready still say "in process" at
http://webapp.epigenome.usc.edu/eccpgxt/, 2014-04-18 run

Ok, I'll try to make changes. 
'reads avail" state is only available in eccpgxt-beta, I am testing it. eccpgxt 
(production) uses different database generating code, it can display only "in 
process" or "analysis avail"
