files showing in beta but not production #743

Flowcell C3WHNACXX, as of 10:30.  Maybe production is still udpating?

No it wasn't updating. I took a look and noticed some inconsistence in
production db. Also I noticed that there are less runs inserted in
production then in beta. Are there any other  flowcells with missing files
or other problems?

I fixed the problem for C3WHNACXX (please verify), but there may be others.

The difference in number of runs  was caused by five external runs in beta:
4 for Huydinh/SRA and one for ZackTesting/rNASeq

Production database wasn't updated for couple of days because of some bug in 
email feature. I updated the production database, should be working now.
