storage access via smb is down #806

the exports on the hpcc servers are not behaving normally since todays update.

ecdp downloads and all cifs access will not be working. All relevant parties 
are aware of this and working on it

IMPORTANT NOTE FOR FUTURE REFERENCE:

this error occurred on hpcc's end. When they restart the hpc-laird and hpc-uec 
servers, and NFSD comes up before the gpfs mounts, it enters a weird state 
where attempted NFS mounts of the resource hang.

they quickly figured this out during our dialogue, but should they forget, we 
can give them this hint.

Hi:  Thanks for the updates and information to file away about future
potential problems.  Will the fixes take a while to propagate through the
system?  I know people were still having trouble late last night.
