Looking at a combination of Lucia (https://lucia-auth.com/tutorials/github-oauth/nuxt) and Arctic (https://arctic.js.org/providers/auth0) to replace previous custom code.

Still need to clean up the core of the code. It works, but we could use a migration to a true manager, so we can gather log data etc from the service for things like "latest citizen"
