Configure email server/relay #201

In order for the referral flow to work we need an email server running so that we can contact members via their email.

Subtask: Determine best option for our needs Deploy required packages Identify public email relay to forward to Configure and test

Decided upon using a M365 account for the time being as this gives us a year in order to make a more informed choice on what email server to use and how best to configure it.
