Set up dynamixel servo on new actuator protocol and check shutdown method #20

The dynamixel servo server is not in compliance with the new actuator protocol. Additionally I don't trust the shutdown method I made to stop the servos on shutdown. Could someone who knows dynimixel servos better than I check my shutdown method and make sure it is okay?
