Converts SubjuGator to use mil_missions, the standardized system for running missions. Most missions have simply been deprecated for now as many will not be reused (due to a new set of challenges in 2019), but basic moving functionality is preserved. If other missions will be reused, they can easily be converted into the new format and moved out of the deprecated directory.
