Order new LIDAR for NaviGator #1245

What needs to change?

Our LIDAR for NaviGator is currently broken, and we will need to purchase a new one. We need to research which LIDAR would be good for NaviGator, and then place a quote to order it.

How would this task be tested?

No testing needed.
