Fixes rocking issue #1289

Description

Updated the PID controller for the simulation and wave parameters to reduce the amount of rocking the boat experiences. There is still some rocking but it is a minimal amount.

Testing

roslaunch navigator_launch simulation.launch amonitor kill and unkill the boat nmove rviz 0 nviz and select a 2D navigation pose and view that it is much smoother.
