Updated the PID controller for the simulation and wave parameters to reduce the amount of rocking the boat experiences.
There is still some rocking but it is a minimal amount.

roslaunch navigator_launch simulation.launchamonitor kill and unkill the boat
nmove rviz 0nviz and select a 2D navigation pose and view that it is much smoother.
