Write Platform Provisioning System #136

Write tooling to setup a robot after the OS has been installed. This will automate things like:

Configuring the network interfaces
Setting up the init to run roscore, etc

This isn't done... Some components have been merged in and @MarshallRawson has some WIP script for doing this specificly on Sub8, but this is by no means achieved. Please leave justification when closing issues
