Combine ocean model with TRANSDEC model in simulation #989

What needs to change?

In our simulation environment, we have the TRANSDEC model. Furthermore, newer simulation environments, including the DAVE model we are attempting to implement (#979), contain models representing real water. It would be great if these models could be combined to have the look of the TRANSDEC on the bottom of the simulation environment, with the look of water at the top of the simulation environment.

How would this task be tested?

  1. Ensure that the model can successfully load into Gazebo.

After messing with some other simulation technology and playing around with Gazebo, I'm going to stop working on this task for now. The simulated environments used by other teams are at a similar capacity to ours and leave me to believe that I should spend more time working on the tasks, and less time working on the simulation for now.

If another member would like to pick this up, please feel free! You might find inspiration by the simulators used by CMU Tartan or NTNU Vortex! You can google em!
