URL query string separator #83

Not a bug report but more as a FYI and possible enhancement request:  was
doing some research about URL encoding/decoding (as I found some sloppy
code <gasp> in one of my old projects that used shttpd) and noticed that
W3C suggests all web servers support using the semi-colon in place of the
ampersand
(http://www.w3.org/TR/1999/REC-html401-19991224/appendix/notes.html#h-B.2.2).
Therefore, it may be nice to have Mongoose to support both separators.

I tend to reject this to avoid subtle bugs and demote unusual practices.
