Add a FAQ page #26

We need a page for summarizing the answers to the questions we are getting via (often repetitive) emails. There could be a button next to the 🛈 icon. The main problem will be to get the localization right, but for now, I would stick with either czech (Často kladené dotazy) or English variant. Anyway, all the e-mails we received are in Czech, so I think most of them would be filtered out by a visible "Často kladené dotazy" sign somewhere.

If we want to keep the design minimalistic, the FAQ page can be linked from the info page (users who have questions will click the 🛈 icon anyway).

FAQ added in c32aba76785e4a721a5d5f2af251c795fb361627 We need some text, so it os not empty, do we have some FAQ already?

I've put the FAQs that we have now on ufal.cz/u4u, so you can take the content from there. There will be updates

I would prefer just a link to https://ufal.mff.cuni.cz/ufal-ukraine#faq from the info page (BTW: we are missing a link to https://ufal.mff.cuni.cz/ufal-ukraine in the info page) - it will be easier to keep the FAQ list updated at one place (the deployment is still not simple). That said it's just a slight preference, feel free to disagree.

I agree, if we could just display the link at a prominent spot in the info page that would suffice.
