Add Functional optic nerve #10

I did some searching around. UBERION has a term cranial nerve II which annotated as a synonym to SNOMED's term entire optic nerve and the UMLS optic nerve term. There is also an optic nerve term in the BRENDA tissue / enzyme source ontology, but ontology doesn't seem very complete.

@DLRathbun is 'cranial nerve II' another term for 'optic nerve'? Also, anatomy ontologies usually assume the anatomical entity is functional. Is something special meant by 'functional optic nerve'?
