Add Twitter command module to more easily follow/unfollow #1

Rather than having to open a browser (and switching to the Twitter account), make it possible through the Twitter API to list existing !follows, and to !follow / !unfollow people from Mattermost instead.

WONTFIX... Basic/Pro Tiers do not solve the outstanding issues/planned features either. Closed until Twitter is a viable source of automated information pulling again.
