Add the ability to auto-set command register flags #161

the problem I am encountering now is that I have customized my cfg. On Squirrel, I can solve the cr3 error when measuring speed by setting the command register to 1, but my pciescreamer cannot find this setting to make the speed measurement normal. it seems that bus-master is disabled, I made some changes according to the previous commit to enable it.

Hi, Ill definitely take a look :)

I unfortunately can't promise it will be quick though. I might find the time this weekend; if not I'll be away for some time in the coming weeks and things like this really needs to be properly tested...

I'm closing this PR without action. It was for the PCIeScreamer design which is no longer officially supported due to old age.

Also there are a lot of other changes that should be ported to this design if there is to be a version bump to a more recent version, i.e. not just this change.
