Add Mark Iredell's vertical coordinate generator #136

Mark Iredell wrote a small program that generates the vertical coordinate parameters (i.e., the 'ak' and 'bk') based on user-selected number of levels, model top and other fields. Add this program to UFS_UTILS.

Successfully tested the branch at d86029a on Jet, Hera, Orion, WCOSS-Cray and WCOSS-Dell.
