Update the code to input and process NOAH-MP data from LIS and from HRLDAS. Output the extra records (about 30) required to run FV3 with NOAH-MP.

This is a continuation of work started under Vlab issues 63209 and 65495.

This issue was opened to support GFS v16. We decided not to make NOAHMP part of that implementation. For v17, I believe @barlage has his own code to initialize GFS with NOAHMP data. Will close.
