Add CHGRES_CUBE regression test for GRIB2 option #64

The current suite of CHGRES_CUBE regression tests does not test the new GRIB2 option. Add a GRIB2 test.

A GRIB2 test was added to the chgres_cube regression test suite. New baseline and input data for the GRIB2 test was added on Jet, Hera, Cray and Dell. The entire test suite was successfully run on Jet, Hera, Cray and Dell.

Merged to 'develop' at 72c636c. Will close ticket.
