Add a function to generate fractional lake data for RRFS regional grids #706

This function will generate fractional lake status and lake depth fields for RRFS regional grids using various lake data sources.

The RRFS regional grids include the 3km and 13km ESG grids for COUNS and NA domains; lake data sources include the GLDB lake status and depth data, the MODISP and VIIRS lake status data, and the GLOBATHY lake depth data.

Hi, are there any updates on the status/progress of this issue? We would like to incorporate the lake information in our RRFS real-time runs. Thanks
