When using prescribed wildfire emissions (i.e., NOT operational, retrospective, ebb_dcycle = 1) with the smoke_dust code, emissions at the surface are improperly assigned to all layers as opposed to the distributed emissions calculated via plumerise.
Steps to Reproduce
Run RRFS-SD workflow with namelist option, ebb_dcycle = 1
Emissions at the surface will be replicated throughout the column as opposed to those distributed via plumerise
Additional Context
This does not have an impact on the operational configuration (ebb_dcycle = 2)
