Add time-history plots for stats

Description

Adds the time-history plots for the following stats:

• Min/Max and RMS of OOPS (Analysis) & Number of observations (QC)
• Wall-clock time of OOPS and UFS weather model (ufs_model)

Anticipated changes to regression tests:

• [ ] Is baseline change expected ?

Subcomponents involved:

• [ ] apply_incr.fd (NOAA-PSL/land-apply_jedi_incr)
• [ ] ufs_model.fd (ufs-community/ufs-weather-model)
