DESCRIPTION OF CHANGES:

Update default SPP ISEED array in config_defaults.sh to use unique values. This array now matches what was recommended and is running in HWT and what will be run in the RRFS.

TESTS CONDUCTED:

None required. This feature has been tested in previous PRs and this PR just updates the values.
