15-minute output from FV3 for RRFS #817

DESCRIPTION OF CHANGES:

Modified namelist files to allow 15-minute output for FV3 in RRFS only.

TESTS CONDUCTED:

Multiple user tests using ongoing RRFS retro experiments confirmed these changes produce expected output
