To sync with the updates on NOAA-EMC/global-workflow develop branch #231

  1. refactored global-workflow build scripts and ufs app options: fv3gfs_build.cfg converted to gfs_build.cfg, etc.
  2. need to re-sync and validate with on-going mrw build and test cases: hera/orion/jet
