Make all regression tests use 1-step coldstart #185

Description The 2-step cold start should be removed from the regression tests. All tests should be switched to 1-step cold start.
Solution Remove cold tests and references to mediator cold start files in rt.sh, rt.conf and fv3_conf/*.IN
