CICE dumpfreq "s" is no longer valid #218

Description With EMC-CICE5, the restart dump frequency could not be set as "h" (hours) so a calculation was introduced in edit_inputs.sh to convert to seconds.

With CICE6, the restart dump frequency can no longer be set as "s". It can be set as y,m,d,h or 1.

Solution The relevant substitution in edit_inputs should be removed.
