Enhancing EE2 compliance in support of the AQMv7 implementation

DESCRIPTION OF CHANGES:

In this PR, major changes include 1) redesigning an umbrella structure of managing the forecast jobs

2) rerunning the failed forecast job will use the restart data files from $DATA instead of $COMOUT

3) Increasing the restart writing frequency to meet 15-minutes requirement

4) Adding a new capability of generating the var_defns.sh file dynamically and removed the hard-coded paths from the input.nml file
