Use of 'job_preamble.sh' is not preferred by NCO #1026

Description

Currently, many NCO standard variables are defined in the `job_preamble.sh` file. However, NCO wants to set them in the J-job script directly. ## Solution

Define the NCO standard variables in the J-job scripts.
