Need to add switches not to compile specific executables in UFS_UTILS and AQM_utils #1031

Description

Currently, all executables in UFS_UTILS are compiled in the build step. However, NCO requires that the specific executables necessary for the app should be compiled. ## Solution

Add switches to the cmake files
