[Production/AQM.v7] Update config files for ecflow, ex-scripts for operational rave

This PR is used to update config files for ecflow, exscripts of using operational rave data, and add several scripts for auto_build_exec, and auto_copy_fix_link.sh to support AQMv7 implementation.
