[Production/AQM.v7] update run.ver and ex-script for fire

This PR includes several changes 1) ~/version/run.ver: update "aqm_ver" from v7.0 to v7.0.0. 2) ~/auto_build_exec.sh: modify "model purge" to "model reset." 3) ~/ush/auto_A1_cp_fix_link_fix_lam.sh: remove the hardware reference "model_ver=v7.0.0." 4) ~/scripts/exregional_fire_emission.sh: add a fix to handle missing rave data files. 5) ~/ecf/defs/aqm_cycled.def: change aqm_ver 'v7.0' to 'v7.0.0'
