add "tob" in ocean output #2019

Description

@pjpegion informed to Gwen and me that fisheries are working on marine heatwaves, and they need the bottom temperature from the ocean, which is a variable available in MOM6 (tob).

Solution

add variable "tob" in diag_table so that this variable will be in ocean output file

this is only a minor change in UWM so it's not worth to have an indepentently PR. Thanks @Jili-Dong for kindly included it in his PR https://github.com/ufs-community/ufs-weather-model/pull/1997
