Add the "FV3_GFS_2017_gfdlmp_regional_c768.xml" CCPP suite to the ufs_weather_model. #2480

Description

Add the "FV3_GFS_2017_gfdlmp_regional_c768.xml" CCPP suite to the ufs_weather_model. Currently "FV3_GFS_2017_gfdlmp_regional_c768.xml" CCPP suite is listed under "FV3/ccpp/suites_not_used". This CCPP suite is needed to run 3D-RTMA over Guam, which uses restart files from HiresW-FV3-Guam. HiresW-FV3-Guam uses the "FV3_GFS_2017_gfdlmp_regional_c768.xml" CCPP suite.

Solution

Add the "FV3_GFS_2017_gfdlmp_regional_c768.xml" CCPP suite to the ufs_weather_model.
